Terms of reference include the scale and circumstances relating to collection, testing and supply of blood infected with Hepatitis C, HIV and other viruses administered to thousands of Australians in the 1970s, 80s and 90s; adequacy of safety measures by government agencies including Commonwealth Serum Laboratories and the role of Australian Red Cross when risks were recognised, including commercial considerations; failure to implement recommendations of the 2004 report including an apology; adequacy of government decision-making, candour/openness, whether information was withheld or documents destroyed; impact on partners, children, parents and carers; responsibility and compensation; and public hearings for survivors and families.
