## Core assessment

The video’s broad legal thrust is supported in important ways, but “illegal order” needs careful wording. The Military Grievances External Review Committee published Annex I findings that portions of the CAF COVID-19 vaccination policy interfered with section 7 liberty/security interests and were arbitrary, overbroad or disproportionate in some instances; it also recommended remedial cleanup in case summaries. The video’s memo trail has two layers:

1. The August 2021 briefing-note/legal-risk story is supported by Canadian Press / Global News reporting, including a warning that mandatory COVID vaccination for all troops was unnecessary and “may not constitute a legal order.”
2. The March 2021 note described in the video is publicly corroborated in The Epoch Times article and aligns with the official January 2021 Surgeon General statement that CAF COVID vaccination was voluntary except potentially for specific high-risk operations/positions. In this pass, PBC did not recover a standalone official March ATIP PDF, so the March document should remain “reported/displayed by the video and Epoch Times,” not treated as an independently recovered government PDF.

## Wording limits

Do not say a court has convicted General Wayne Eyre or that every CAF COVID vaccine order has been finally judicially voided. The strongest supported wording is: independent MGERC findings and case summaries found Charter infringements and recommended rescinding/removing related administrative actions; the legal-risk briefing note was reported by Canadian Press/Global; the CDS/final authority has disputed parts of the analysis.
