**Ihor Valeriyovych Kolomoyskyi** ([Ukrainian](https://en.wikipedia.org/wiki/Ukrainian_language "Ukrainian language"): Ігор Валерійович Коломойський; [Hebrew](https://en.wikipedia.org/wiki/Hebrew_language "Hebrew language"): איגור קולומויסקי; born 13 February 1963) is a Ukrainian-born Israeli billionaire businessman, once considered the leading [oligarch](https://en.wikipedia.org/wiki/Business_oligarch "Business oligarch") in Ukraine.

Already an entrepreneur in the last years of [Soviet Ukraine](https://en.wikipedia.org/wiki/Ukrainian_Soviet_Socialist_Republic "Ukrainian Soviet Socialist Republic"), in 2010 Kolomoyskyi was rated as the second richest person in Ukraine, and as one of the country's most influential [oligarchs](https://en.wikipedia.org/wiki/Ukrainian_oligarch "Ukrainian oligarch"). In 1992, he had co-founded [PrivatBank](https://en.wikipedia.org/wiki/PrivatBank "PrivatBank") and its informal stable of companies, [Privat Group](https://en.wikipedia.org/wiki/Privat_Group "Privat Group"). He subsequently acquired extensive media holdings. From 2014 till 2015, Kolomoyskyi served as Governor of [Dnipropetrovsk Oblast](https://en.wikipedia.org/wiki/Dnipropetrovsk_Oblast "Dnipropetrovsk Oblast") until his dismissal by President [Petro Poroshenko](https://en.wikipedia.org/wiki/Petro_Poroshenko "Petro Poroshenko"). In 2016, his undercapitalised bank was declared a threat to Ukraine's financial security and taken into state ownership. In 2019, Kolomoyskyi's media power and funding supported [Volodymyr Zelenskyy](https://en.wikipedia.org/wiki/Volodymyr_Zelenskyy "Volodymyr Zelenskyy")'s successful [presidential campaign](https://en.wikipedia.org/wiki/2019_Ukrainian_presidential_election "2019 Ukrainian presidential election") to unseat Poroshenko.

In 2020, he was indicted in the [United States](https://en.wikipedia.org/wiki/United_States "United States") on charges related to large-scale bank fraud. In 2021, the U.S. banned Kolomoyskyi and his family from entering the country, accusing him of corruption and being a threat to the Ukrainian public's faith in democratic institutions. Zelenskyy reportedly stripped Kolomoyskyi of his Ukrainian citizenship in 2022. Later that same year, those of Kolomoyskyi's assets deemed to be of strategic value to the state in light of the [Russian invasion](https://en.wikipedia.org/wiki/2022_Russian_invasion_of_Ukraine "2022 Russian invasion of Ukraine") were nationalised. These included Ukraine's largest gasoline companies. In 2023, Kolomoyskyi was arrested by the [Security Service of Ukraine](https://en.wikipedia.org/wiki/Security_Service_of_Ukraine "Security Service of Ukraine") (SBU) on charges of money laundering and fraud, and placed under pre-trial arrest.

Kolomoyskyi uses the nickname _Benya_ ([Russian](https://en.wikipedia.org/wiki/Russian_language "Russian language"): Беня),[[7]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-7) an invocation of the infamous Ukrainian (and Jewish) criminal reprobate [Benya Krik](https://en.wikipedia.org/wiki/Benya_Krik "Benya Krik"), popularly fictionalized in [Isaac Babel](https://en.wikipedia.org/wiki/Isaac_Babel "Isaac Babel")'s _[Odessa Stories](https://en.wikipedia.org/wiki/Odessa\_Stories "Odessa Stories")_. ## Early life and education

Kolomoyskyi was born into a [Jewish](https://en.wikipedia.org/wiki/Ukrainian_Jewish "Ukrainian Jewish") family in [Dnipropetrovsk](https://en.wikipedia.org/wiki/Dnipro "Dnipro"), [Ukrainian SSR](https://en.wikipedia.org/wiki/Ukrainian_Soviet_Socialist_Republic "Ukrainian Soviet Socialist Republic"), [Soviet Union](https://en.wikipedia.org/wiki/Soviet_Union "Soviet Union"). Both parents had graduated in engineering. His mother worked at the university and father in a metallurgical plant. Already in his childhood he was considered to be very determined, diligent and serious, was enthusiastic about sports, and liked to play chess. Professionally, he followed the example of his parents. After graduating from the Gymnasium 21 in Dnipro with the [Komsomol](https://en.wikipedia.org/wiki/Komsomol "Komsomol") badge "For outstanding school performance", in 1980 he took up graduate studies in engineering at the Leonid Brezhnev Dnipropetrovsk Metallurgical Institute (now the [National Metallurgical Academy of Ukraine](https://en.wikipedia.org/wiki/National_Metallurgical_Academy_of_Ukraine "National Metallurgical Academy of Ukraine")), graduating in 1985.[[8]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-decoratex.biz-8)

In 1990, with two other graduates from Dnipropetrovsk universities, [Gennadiy Bogolyubov](https://en.wikipedia.org/wiki/Gennadiy_Bogolyubov "Gennadiy Bogolyubov") and Oleksiy Martynov, Kolomoyskyi created a joint enterprise marketing office equipment bought in [Moscow](https://en.wikipedia.org/wiki/Moskva_River "Moskva River"). After the [collapse of the USSR](https://en.wikipedia.org/wiki/Dissolution_of_the_Soviet_Union "Dissolution of the Soviet Union"), the partners, joined by the son of a major Soviet entrepreneur, Leonid Miloslavsky, began to import foreign goods – from sneakers and sportswear to telephones.[[12]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-forbes-12) To pay for the imports, Kolomoyskyi arranged the export of steel products. Soon they realized the greater profits to be made in internationally trading the locally sourced ores and metal. In 1991, together with Leonid Miloslavsky, Oleksiy Martynov, and [Hennadiy Boholyubov](https://en.wikipedia.org/wiki/Henadiy_Boholyubov "Henadiy Boholyubov"), he founded Sentosa Ltd, which transported and resold goods and equipment from Moscow to Dnipropetrovsk. Later, petroleum products were imported, they expanded into [ferroalloy](https://en.wikipedia.org/wiki/Ferroalloy "Ferroalloy"), supplied Ordzhonikidze GOK (later Pokrov Mining and Processing Plant GOK) with fuel, and received manganese ore for further export under barter agreements.[[11]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:72-11)

In March 1992, the four companies of the Privat Group established [Privatbank](https://en.wikipedia.org/wiki/Privatbank "Privatbank") CJSC.[[14]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-ubr-14) Unlike state-owned banks, Privat willingly served private entrepreneurs and in 1995 participated aggressively in the [voucher scheme for the privatization](https://en.wikipedia.org/wiki/Voucher_privatization "Voucher privatization") of state assets.[[12]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-forbes-12) With the blessing of Prime Minister [Leonid Kuchma](https://en.wikipedia.org/wiki/Leonid_Kuchma "Leonid Kuchma") (also from Dnipro, and whose successful presidential campaign in 1994 Kolomoyskyi and his partners later funded),[[15]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-15) PrivatBank was also the only Ukrainian lender to receive permission from the [National Bank of Ukraine](https://en.wikipedia.org/wiki/National_Bank_of_Ukraine "National Bank of Ukraine") to open overseas branches. In November 2019, _[The New York Times](https://en.wikipedia.org/wiki/The\_New\_York\_Times "The New York Times")_ reported that Kolomoyskyi was behind plans to build a controversial ski resort in [Svydovets](https://en.wikipedia.org/wiki/Svydovets "Svydovets"), Ukraine, and quoted a professor at a local university describing Kolomoyskyi as "a leech who sucks our blood here and puts it in Switzerland."[[33]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-33)

In 2010 in Berlin, after promising the outgoing president he would donate $14 million,[[48]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-jweek2-48) Kolomoyskyi was appointed as the president of the European Council of Jewish Communities (ECJC).[[49]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-kyiv2-49) Some western European ECJC board members described his elevation as a "[putsch](https://en.wikipedia.org/wiki/Putsch "Putsch")"[[50]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-jpost2-50)[[49]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-kyiv2-49) and a "Soviet-style takeover".[[51]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-51) After several resigned in protest, Kolomoyskyi quit the ECJC and, together with fellow Ukrainian oligarch [Vadim Rabinovich](https://en.wikipedia.org/wiki/Vadim_Rabinovich "Vadim Rabinovich"), founded the [European Jewish Union](https://en.wikipedia.org/wiki/European_Jewish_Union "European Jewish Union") in April 2011.[[48]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-jweek2-48)

Beginning in 2010, rumors circulated that Kolomoyskyi's assets were coming under pressure from the Ukrainian authorities and that he was spending increasingly more time in [Switzerland](https://en.wikipedia.org/wiki/Switzerland "Switzerland").[[35]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-2010ealrth2-35)

In September 2013, Kolomoyskyi was criticized by [Mr Justice Mann](https://en.wikipedia.org/wiki/Anthony_Mann_(judge) "Anthony Mann (judge)") in a court case in London involving an attempted hostile takeover in October 2010 of [Alexander Zhukov](https://en.wikipedia.org/wiki/Alexander_Zhukov_(businessman) "Alexander Zhukov (businessman)")'s JKX Oil and Gas Company,[[a]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-60)[[b]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-64) The judge noted that Kolomoyskyi had "a reputation of having sought to take control of a company at gunpoint in Ukraine" and that a finance director considered she had "strong grounds for doubting the honesty of Mr Kolomoyskyi".[[63]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-65)

In 2015, [Victor Pinchuk](https://en.wikipedia.org/wiki/Victor_Pinchuk "Victor Pinchuk") brought a $2 billion civil action against Kolomoyskyi and [Gennadiy Bogolyubov](https://en.wikipedia.org/wiki/Gennadiy_Bogolyubov "Gennadiy Bogolyubov") in the [High Court of Justice](https://en.wikipedia.org/wiki/High_Court_of_Justice "High Court of Justice") in London over the 2004 purchase of a Ukrainian mining company. From 1 April 2016, ["1+1" media group](https://en.wikipedia.org/wiki/1+1_Media_Group "1+1 Media Group") ceased all TV broadcasts. According to Ruslan Bortnik, director of the Ukrainian Institute of Analysis and Policy Management, unable to find external sponsors and faced with the determination of the Ukrainian government to secure own television presence, the TV project was proving unprofitable for Kolomoyskyi. Other projects, like Kolomoyskyi [Football Club Dnipro](https://en.wikipedia.org/wiki/FC_Dnipro "FC Dnipro") where the players were not receiving their pay, were also in difficulty.[[67]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-69) Through [Privat Group](https://en.wikipedia.org/wiki/Privat_Group "Privat Group"), Kolomoyskyi also had an interest in [Budivelnyk Kyiv](https://en.wikipedia.org/wiki/HC_Budivelnyk "HC Budivelnyk").[[68]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-70) In 2019, after being relegated FC Dnipro was dissolved.[[69]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-71)

In 2016, Kolomoyskyi and his business partner [Gennadiy Bogolyubov](https://en.wikipedia.org/wiki/Gennadiy_Bogolyubov "Gennadiy Bogolyubov") were accused of defrauding Ukraine's largest bank [PrivatBank](https://en.wikipedia.org/wiki/PrivatBank "PrivatBank") of billions of dollars through large unsecured loans to shareholders. Between mid-2015 and mid-2016, the bank had handed out over US$1 billion in loans to firms owned by seven top managers and two subordinates of Kolomoyskyi.[[16]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-RFEschemesPrivatBank2-16)[[70]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-OCCRP050620172-72) The [Bank of Italy](https://en.wikipedia.org/wiki/Bank_of_Italy "Bank of Italy") meanwhile shut down the Italian branch of Latvian lender AS PrivatBank after finding breaches of money-laundering regulations.[[71]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-73)[Valeria Hontareva](https://en.wikipedia.org/wiki/Valeria_Hontareva "Valeria Hontareva"), the former chairwoman of Ukraine's central bank, characterised Kolomoyskyi and Boholiubov operation PrivatBank as one of the biggest financial scandals of the 21st century. "Large-scale coordinated fraudulent actions of the bank shareholders and management caused a loss to the state of at least $5.5 billion," Hontareva said in March 2018. "This is 33 percent of the population's deposits … [and] 40 percent of our country's monetary base". A key mechanism appears to have been the PrivatBank subsidiary in Cyprus which the Ukrainian regulator treated as if it was just another of the bank's domestic branches.[[72]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-74)

The High Court ruled that it had no jurisdiction,[[75]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-77) but in 2019 the judgment was overturned on appeal, with the UK Supreme Court finding that the $3 billion claim against the former owners of the bank can be heard in a London court.[[76]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-78)

In April 2019 it was reported the FBI was investigating Kolomoyskyi over financial crimes involving Gennadiy Bogolyubov, the [Kryvyi Rih](https://en.wikipedia.org/wiki/Kryvyi_Rih "Kryvyi Rih") businessman [Vadim Shulman](https://en.wikipedia.org/wiki/Vadim_Shulman "Vadim Shulman") and Mordechai "Motti" Korf of Florida in relation to Kolomoyskyi steel holdings in [West Virginia](https://en.wikipedia.org/wiki/West_Virginia "West Virginia") and northern [Ohio](https://en.wikipedia.org/wiki/Ohio "Ohio") in the United States and his mining interests in Ghana and Australia.[[85]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-87)[[86]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-88)[[87]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-89) Legal filings from American prosecutors in 2019 detailed how Kolomoyskyi used his control of Ukraine's largest retail bank, PrivatBank, to loot staggering sums from Ukrainian depositors, and via a series of shell companies and offshore accounts whisked the money out of the country and into the U.S.[[80]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-Politico171020212-82)[[88]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-90)

In August 2020, the [United States Department of Justice](https://en.wikipedia.org/wiki/United_States_Department_of_Justice "United States Department of Justice") (DOJ) in the [Southern District of Florida (Miami)](https://en.wikipedia.org/wiki/United_States_District_Court_for_the_Southern_District_of_Florida "United States District Court for the Southern District of Florida") alleged that Kolomoyskyi, Bogolyubov, Mordechai Korf, and Uriel Lader collectively obtained numerous properties as part of a $5.5 billion [Ponzi scheme](https://en.wikipedia.org/wiki/Ponzi_scheme "Ponzi scheme") as "an international conspiracy to launder money embezzled and fraudulently obtained from PrivatBank," which was nationalized in 2016 to prevent a collapse of the Ukrainian equivalent to the United States' FDIC, while using PrivatBank's "Cyprus branch... as a washing machine for the stolen loan funds."[[16]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-RFEschemesPrivatBank2-16)[[17]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-OCCRP190420172-17)[[80]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-Politico171020212-82)[[89]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-91)[[90]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-92)

In April 2021, Kolomoyskyi and his wife and children were banned from entering the U.S.[[91]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-usds2-93)[[92]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-94) The [United States Department of State](https://en.wikipedia.org/wiki/United_States_Department_of_State "United States Department of State") accused him of corruptly using his time as Governor of Dnipropetrovsk to personally enrich himself. He was "involved in corrupt acts that undermined rule of law and the Ukrainian public's faith in their government's democratic institutions and public processes, including using his political influence and official power for his personal benefit."[[93]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-95) In his statement, Secretary of State [Antony Blinken](https://en.wikipedia.org/wiki/Antony_Blinken "Antony Blinken") said:

> While this designation is based on acts during his time in office, I also want to express concern about Kolomoyskyy's current and ongoing efforts to undermine Ukraine's democratic processes and institutions, which pose a serious threat to its future.[[94]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-96)

In January 2022, the DOJ announced that it had filed a civil forfeiture complaint against Kolomoyskyi in the U.S. District Court for the Southern District of Florida, alleging that "more than $6 million in proceeds from the sale of commercial real estate in Dallas, Texas . . . are subject to forfeiture based on violations of federal money laundering statutes".[[95]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-97) This was the fourth such action filed by the DOJ in connection with the same alleged criminal activity: the laundering of funds illegally obtained from PrivatBank through multimillion-dollar U.S. property investments.[[96]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-98)

## Political engagement in Ukraine

After the events of [Euromaidan](https://en.wikipedia.org/wiki/Euromaidan "Euromaidan") forced the resignation of Yanukovych in February 2014, acting President [Oleksandr Turchynov](https://en.wikipedia.org/wiki/Oleksandr_Turchynov "Oleksandr Turchynov") appointed Kolomoyskyi Governor of [Dnipropetrovsk Oblast](https://en.wikipedia.org/wiki/Dnipropetrovsk_Oblast "Dnipropetrovsk Oblast").[[100]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-102) Kolomoyskyi responded to the then-beginning [2014 pro-Russian unrest in Ukraine](https://en.wikipedia.org/wiki/2014_pro-Russian_unrest_in_Ukraine "2014 pro-Russian unrest in Ukraine") by saying, "I don't understand how Ukrainians and Russians can fight," before blaming Yanukovych and President of Russia Vladimir Putin for the unrest, referring to the latter as a "schizophrenic of short stature,"[[c]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-104) and accused him of having a "messianic drive" to recreate the [Russian Empire](https://en.wikipedia.org/wiki/Russian_Empire "Russian Empire") or the [Soviet Union](https://en.wikipedia.org/wiki/Soviet_Union "Soviet Union"), which he said would plunge the world into catastrophe.[[102]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-105)

Two days later, [Russian president](https://en.wikipedia.org/wiki/Russian_president "Russian president")[Vladimir Putin](https://en.wikipedia.org/wiki/Vladimir_Putin "Vladimir Putin") described Kolomoyskyi as a "unique crook".[[103]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-BVKolG2-106) According to Putin, Kolomoyskyi "even managed to cheat our [Roman Abramovich](https://en.wikipedia.org/wiki/Roman_Abramovich "Roman Abramovich") two or three years ago. Scammed him, as our intellectuals like to say. They signed some deal, Abramovich transferred several billion dollars, while this guy never delivered and pocketed the money. When I asked him [Abramovich]: 'Why did you do it?' he said: 'I never thought this was possible'".[[104]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-107)

Filatov concedes that these extraordinary measures were in Kolomoyskyi's interest, since the Russians would have seized his assets.[[47]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:9-47) Following their [2014 annexation of Crimea](https://en.wikipedia.org/wiki/2014_Russian_annexation_of_Crimea "2014 Russian annexation of Crimea"), the Russian authorities nationalised Kolomoyskyi's Crimean properties, including a civil airport. According to the pro-Russian Crimean leader [Sergey Aksyonov](https://en.wikipedia.org/wiki/Sergey_Aksyonov "Sergey Aksyonov") the move was "totally justified due to the fact that he [Kolomoyskyi] is one of the initiators and financiers of the special [anti-terrorist operation](https://en.wikipedia.org/wiki/ATO_zone "ATO zone") in the [Eastern Ukraine](https://en.wikipedia.org/wiki/Eastern_Ukraine "Eastern Ukraine") where [Russian citizens](https://en.wikipedia.org/wiki/Russian_citizens "Russian citizens") are being killed".[[115]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-118)[[116]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-119) In response, in January 2016, Kolomoyskyi filed a complaint against Russia at the [Permanent Court of Arbitration](https://en.wikipedia.org/wiki/Permanent_Court_of_Arbitration "Permanent Court of Arbitration").[[117]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-reuters-201601062-120)[[118]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-mt-201409032-121)

The Russians maintained that the intergovernmental court has no jurisdiction over the matter and refused to participate in proceedings.[[119]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-122) They responded with their own charges against Kolomoyskyi, accusing him, in his support for Ukrainian resistance to Russian-backed separatists in the [Dontesk](https://en.wikipedia.org/wiki/Donetsk_People's_Republic "Donetsk People's Republic") and [Luhansk](https://en.wikipedia.org/wiki/Luhansk_People's_Republic "Luhansk People's Republic"), of "organizing the killing of civilians".[[120]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:0-123)[[121]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-jewishbusinessnews-201601082-124) Russia asked for Kolomoyskyi to be put on [Interpol](https://en.wikipedia.org/wiki/Interpol "Interpol")'s wanted list.[_[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation\_needed "Wikipedia:Citation needed")_] On 2 July 2014, a Russian District Court called for his arrest.[[120]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:0-123)

As governor, Kolomoyskyi went to some lengths to maintain a reputation for ruthlessness: visitors to his office were unsettled by an enormous shark tank.[[122]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-125) Once he became mayor of Dnipro in November 2015, and after his boss's ouster as governor, Filatov found Kolomoyksyi's "oligarch mentality" unchanged: "he started calling to ask me favours".[[47]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:9-47)

#### Conflict with President Poroshenko

On 25 March 2015, Ukrainian president [Petro Poroshenko](https://en.wikipedia.org/wiki/Petro_Poroshenko "Petro Poroshenko") signed a decree dismissing Kolomoyskyi from the post of Dnipropetrovsk RSA Head, saying "Dnipropetrovsk region must remain a bastion of Ukraine in the East and protect peace". Kolomoyskyi was replaced by [Valentyn Reznichenko](https://en.wikipedia.org/wiki/Valentyn_Reznichenko "Valentyn Reznichenko").[[31]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-economist-201503283-31)[[123]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-126)[[124]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-127) This followed a struggle with Poroshenko for control of the state-owned oil pipeline operator.[[125]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-128) After Poroshenko's dismissal of [Oleksandr Lazorko](https://en.wikipedia.org/wiki/Oleksandr_Lazorko?action=edit&redlink=1 "Oleksandr Lazorko (page does not exist)"), who was a protégé of Kolomoyskyi, as a chief executive of [UkrTransNafta](https://en.wikipedia.org/wiki/UkrTransNafta "UkrTransNafta"), Kolomoyskyi dispatched his private security guards to seize control of the company's headquarters and expel the new government-appointed management. While Lazorko was in charge the state-owned pipelines had been delivering oil to a Kolomoyskyi-owned refinery in preference to competitors.[[31]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-economist-201503283-31)[[126]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-129)

In a further move against Kolomoyskyi, Poroshenko replaced Kolomoysky's long-time business partner [Ihor Palytsia](https://en.wikipedia.org/wiki/Ihor_Palytsia "Ihor Palytsia") as governor of neighboring Odesa Oblast with the former [Georgian president](https://en.wikipedia.org/wiki/Georgian_president "Georgian president"), [Mikheil Saakashvili](https://en.wikipedia.org/wiki/Mikheil_Saakashvili "Mikheil Saakashvili"). That appointment triggered a dramatic and public war of words between Kolomoyskyi and Saakashvili. Saakashvili told journalists Kolomoyskyi was a "gangster" and "smuggler." Kolomoyskyi told them Saakashvili was "a dog without a muzzle" and "a snotty-nosed addict."[[127]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-130)

Kolomoyskyi responded that the only difference between Poroshenko and Yanukovych is "a good education, good English and lack of a criminal record." Everything else is the same: "It's the same blood, the same flesh reincarnated. If Yanukovych was a lumpen dictator, Poroshenko is the educated usurper, slave to his absolute power, craven to absolute power."[[128]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-131)

The [Russian invasion of Ukraine](https://en.wikipedia.org/wiki/Russian_invasion_of_Ukraine "Russian invasion of Ukraine") that has begun on 24 February 2022 again has highlighted the presence in Dnipro of the volunteer "Dnipro Guard" (Варта Дніпра, Varta Dnipra), first formed in 2014 with Kolomoyskyi support in response to the [war in Donbas](https://en.wikipedia.org/wiki/War_in_Donbas_(2014%E2%80%932022) "War in Donbas (2014–2022)"). Mayor of Dnipro [Borys Filatov](https://en.wikipedia.org/wiki/Borys_Filatov "Borys Filatov") dismissed suggestions that the group was Kolomoyskyi's "private army". Kolomoyskyi, according to Filatov, helped with some equipment purchases, but the volunteer guard performs (as of March 2022) defence and law and order functions under the leadership of the national police.[[129]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-132)

### Relationship with Volodymyr Zelenskyy

As of 2019, Kolomoyskyi owned 70% of the [1+1 Media Group](https://en.wikipedia.org/wiki/1+1_Media_Group "1+1 Media Group") whose TV channel [1+1](https://en.wikipedia.org/wiki/1+1_(TV_channel) "1+1 (TV channel)") aired [_Servant of the People_](https://en.wikipedia.org/wiki/Servant_of_the_People_(2015_TV_series) "Servant of the People (2015 TV series)"), a comedy series in which [Volodymyr Zelenskyy](https://en.wikipedia.org/wiki/Volodymyr_Zelenskyy "Volodymyr Zelenskyy") plays a school teacher who, defying all expectations (including his own), becomes president of Ukraine on an anti-corruption platform. In March 2018, members of Zelenskyy's production company [Kvartal 95](https://en.wikipedia.org/wiki/Kvartal_95_Studio "Kvartal 95 Studio") registered a new political party called "[Servant of the People](https://en.wikipedia.org/wiki/Servant_of_the_People_(political_party) "Servant of the People (political party)")."[[130]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-SPppno31217bb-133)[[131]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-up7196270Z-134) Twelve months later, Zelenskyy won the first round of the presidential election,[[132]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-135) and then defeated President Poroshenko in the second round with 73 per cent of the vote.[[133]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-136)[[134]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-137)

Zelenskyy was viewed by opponents, and not least by the incumbent Poroshenko, as Kolomoyskyi's candidate.[[135]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-138) Zelenskyy appointed Kolomoyskyi's personal lawyer as a key campaign advisor; travelled to [Geneva](https://en.wikipedia.org/wiki/Geneva "Geneva") and [Tel Aviv](https://en.wikipedia.org/wiki/Tel_Aviv "Tel Aviv") to confer with the then-exiled Kolomoyskyi on multiple occasions; and benefited from the endorsement of Kolomoyskyi's media empire. Once in office, Zelenskyy appeared to remove officials deemed a threat to Kolomoyskyi's interests, among them the prosecutor general, [Ruslan Ryaboshapka](https://en.wikipedia.org/wiki/Ruslan_Riaboshapka "Ruslan Riaboshapka"), the governor of the [National Bank of Ukraine](https://en.wikipedia.org/wiki/National_Bank_of_Ukraine "National Bank of Ukraine") (NBU), [Yakiv Smolii](https://en.wikipedia.org/wiki/Yakiv_Smolii "Yakiv Smolii"), and Zelenskyy's first prime minister, [Oleksiy Honcharuk](https://en.wikipedia.org/wiki/Oleksiy_Honcharuk "Oleksiy Honcharuk"), who tried to loosen Kolomoyskyi's control of a state-owned electricity company.[[136]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-139)[[137]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-140)

Following the opening of U.S. criminal investigations of Kolomoyskyi and his associates, the oligarch appeared to lose influence with Zelenskyy.[[138]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:2-141)[[139]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:1-142) In 2020, Zelenskyy sponsored a law that banned former owners from recovering nationalized assets.[[140]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:6-143) On 1 February 2021, [Oleksandr Dubinsky](https://en.wikipedia.org/wiki/Oleksandr_Dubinsky "Oleksandr Dubinsky"), a former [1+1](https://en.wikipedia.org/wiki/1+1_Media_Group "1+1 Media Group") journalist who had actively opposed this so-called "anti-Kolomoyskyi law",[[141]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:7-144) was expelled from Zelenskyy's [Servant of the People](https://en.wikipedia.org/wiki/Servant_of_the_People "Servant of the People") parliamentary faction.[[142]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-Dubinsk11305589-145) Claiming he was part of a "Russia-linked foreign influence network" associated with fellow People's Deputy [Andrii Derkach](https://en.wikipedia.org/wiki/Andrii_Derkach "Andrii Derkach"), the [U.S. Department of the Treasury](https://en.wikipedia.org/wiki/U.S._Department_of_the_Treasury "U.S. Department of the Treasury")'s [Office of Foreign Assets Control](https://en.wikipedia.org/wiki/Office_of_Foreign_Assets_Control "Office of Foreign Assets Control") had placed Dubinsky on its sanction list.[[143]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-dubinsky3173883prosecutor-146)

As had Rabinovich, as co-founder of the [Opposition Platform](https://en.wikipedia.org/wiki/Opposition_Platform_%E2%80%94_For_Life "Opposition Platform — For Life"),[[144]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-147) Kolomoyskyi had begun to call for a new partnership between Ukraine and Russia. When that happened, he proposed that [NATO](https://en.wikipedia.org/wiki/NATO "NATO") would be "soiling its pants and buying [Pampers](https://en.wikipedia.org/wiki/Pampers "Pampers")."[[139]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:1-142) Meanwhile, striking "a more assertive tone", Zelenskyy was pushing for membership of the [European Union](https://en.wikipedia.org/wiki/European_Union "European Union") and the NATO alliance".[[145]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-148) In response to the announcement of US sanctions against Kolomoyskyi in April 2021, the Office of the Ukrainian President released a statement declaring "Ukraine must overcome a system dominated by oligarchs" and acknowledging that "Ukraine is grateful to each partner for its support along the way".[[146]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-149)

In October 2021, the [Pandora Papers](https://en.wikipedia.org/wiki/Pandora_Papers "Pandora Papers") revealed that Zelenskyy and two of his [Kvartal 95](https://en.wikipedia.org/wiki/Kvartal_95_Studio "Kvartal 95 Studio") associates operated a network of offshore companies in the [British Virgin Islands](https://en.wikipedia.org/wiki/British_Virgin_Islands "British Virgin Islands"), [Cyprus](https://en.wikipedia.org/wiki/Cyprus "Cyprus"), and [Belize](https://en.wikipedia.org/wiki/Belize "Belize") dating back to 2012.[[147]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-PandoraZelensky-150)[[148]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:8-151) Zelenskyy's office sought to justify the network as having been a means of protecting him against the aggressive abuse of tax inspection powers by President Viktor Yanukovych.[[149]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-152) Potentially more damaging than the appearance of tax evasion was the charge by a political ally of Poroshenko, the journalist [Volodymyr Ariev](https://en.wikipedia.org/wiki/Volodymyr_Ariev "Volodymyr Ariev"), that the network had laundered some $41 million in funds from Kolomoyskyi's Privatbank.[[148]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:8-151)[[150]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-153)[[151]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-154)

While investigative journalists suspected that channels of communication with the president remained open,[[138]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:2-141) Kolomoyskyi insisted that he no longer communicated with Zelenskyy.[[152]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:3-155) He explained that his former [protégé](https://en.wikipedia.org/wiki/Prot%C3%A9g%C3%A9 "Protégé") "has chosen his path". As president Zelenskyy "has his own vision, program, plans" and as he, a businessman, no longer wants anything from the state, they have nothing to talk about.[[152]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:3-155) Kolomoyskyi had the reputation for being able to dictate the votes of deputies within Zelenskyy's parliamentary faction by phone but press reports before the Russian invasion suggested he had "disappeared", staying deliberately away from politics.[[138]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:2-141) Despite this, in January 2022, Zelenskyy's Justice Minister [Denis Malyuska](https://en.wikipedia.org/wiki/Denys_Maliuska "Denys Maliuska") proposed that Kolomoyskyi's was an "obvious" name to be entered on the register of the new anti-oligarchic law that was to come into effect in May 2022.[[138]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:2-141)

In the wake of the Russian invasion, Zelenskyy was seen to be under increased pressure to counter Ukraine's reputation as a kleptocracy and respond to the ongoing investigation of Kolomoyskyi in the United States.[[153]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:4-156) In both [Washington](https://en.wikipedia.org/wiki/Washington,_D.C. "Washington, D.C.") and European capitals, proponents of large-scale assistance to Ukraine contended with [Transparency International](https://en.wikipedia.org/wiki/Transparency_International "Transparency International")'s European ranking of Ukraine as [second only to Russia in institutional corruption](https://en.wikipedia.org/wiki/Corruption_in_Ukraine "Corruption in Ukraine").[[154]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-157)[[155]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-158) Due to accountancy concerns, approved funds were not being released.[[156]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-159)

## Revocation of Ukrainian citizenship and subsequent sanctions

On 28 July 2022, Zelenskyy appeared to confirm the authenticity of an 18 July presidential decree published online by opposition MP [Serhiy Vlasenko](https://en.wikipedia.org/wiki/Serhiy_Vlasenko "Serhiy Vlasenko")[[157]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:10-160) that strips Ukrainian citizenship from Kolomoyskyi and nine others,[[158]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:5-161) including [Vadim Rabinovich](https://en.wikipedia.org/wiki/Vadim_Rabinovich "Vadim Rabinovich")[[158]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:5-161) and both [Hennadiy Korban](https://en.wikipedia.org/wiki/Hennadiy_Korban "Hennadiy Korban"), former deputy governor of [Dnipropetrovsk](https://en.wikipedia.org/wiki/Dnipropetrovsk_Oblast "Dnipropetrovsk Oblast") under Kolomoyskyi (and since 24 February 2022, head of the Dnipro Territorial Defence).[[159]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-162) Although dual citizenship is prohibited under Ukrainian law, all three held Israeli passports.[[160]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-163) Kolomoyskyi, who additionally holds a Cypriot passport, reportedly quipped that while Ukrainian law prohibits dual citizenship, it says nothing about triple citizenship.[[140]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:6-143)

Kolomoyskyi potentially had safe haven in Ukraine. Article 25 of the [country's constitution](https://en.wikipedia.org/wiki/Constitution_of_Ukraine "Constitution of Ukraine") states that "a citizen of Ukraine cannot be expelled from Ukraine or extradited to another state." But there may be grounds for appeal, as it also rules that "a citizen of Ukraine cannot be deprived of citizenship".[[140]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:6-143)

"There is no speculation", Zelenskyy said. "We grant or revoke citizenship of our state on a regular basis. This is a constant process. And all this happens all the time within the framework of the current legislation."[[161]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:11-164) Justice Minister [Denys Maliuska](https://en.wikipedia.org/wiki/Denys_Maliuska "Denys Maliuska") refuted the suggestion that by this measure Zelenskyy shielded Kolomoyskyi from the proscriptions of the anti-oligarch law, and noted that for the purposes of the law foreigners could also be designated as oligarchs.[[157]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-:10-160)

In July 2022, a member of Zelenskyy's team reportedly claimed that Kolomoyskyi was "holed up" in the Menorah Centre that he helped finance in Dnipro, hiding from Russian shelling, and that he had retired not only from business, but also from "socio-political life".[[162]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-165)

At the end of June 2022, the barrister representing Kolomoyskyi in the London [High Court](https://en.wikipedia.org/wiki/High_Court_in_London "High Court in London"), Mark Howard [KC](https://en.wikipedia.org/wiki/King's_Counsel "King's Counsel"), said his client was a "target" of the Russian president. "We know that President Putin has him within his sights," he told the court. The barrister for his co-defendant in the Privatbank fraud case made the same claim for [Hennadiy Boholyubov](https://en.wikipedia.org/wiki/Hennadiy_Boholyubov "Hennadiy Boholyubov"), whom he also described as hiding from bombs in Ukraine. Clare Montgomery QC suggested to the court that the war has "rendered oligarchy a worthless concept in the Ukraine". Acknowledging the difficulties faced by the two billionaires in preparing their cases, Justice Trower, agreed to delay the trial until June 2023.[[163]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-166)

Kolomoyskyi was arrested by the [Security Service of Ukraine](https://en.wikipedia.org/wiki/Security_Service_of_Ukraine "Security Service of Ukraine") (SBU) on 2 September 2023 on charges of money laundering and fraud, and placed under pre-trial arrest until 31 October with the option of posting 509 million [hryvnia](https://en.wikipedia.org/wiki/Hryvnia "Hryvnia") (US$14 million) in bail.[[166]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-169) Ukraine's Prosecutor General's Office accused Kolomoyskyi of laundering $13.5 million between 2013 and 2020 by transferring funds abroad.[[167]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-170) Kolomoyskyi's lawyers said he would not pay bail and would appeal the ruling.[[168]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-171)

President Zelenskyy thanked Ukrainian law enforcement in his 2 September nightly address, saying there would be "no more decades-long 'business as usual' for those who plundered Ukraine and put themselves above the law and any rules".[[169]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-172)

On 7 September, the [National Anti-Corruption Bureau of Ukraine](https://en.wikipedia.org/wiki/National_Anti-Corruption_Bureau_of_Ukraine "National Anti-Corruption Bureau of Ukraine") (NABU) placed additional charges against Kolomoyskyi for allegedly embezzling 9.2 billion hryvnia (US$250 million) from PrivatBank using an offshore company between January and March 2015,[[170]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-173) and seized his assets together with the [Specialized Anti-Corruption Prosecutor's Office](https://en.wikipedia.org/wiki/Specialized_Anti-Corruption_Prosecutor's_Office "Specialized Anti-Corruption Prosecutor's Office") (SAPO).[[171]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-174)[[172]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-175)

On 15 September, the SBU announced that Kolomoyskyi had been served with a third notice of suspicion for the alleged embezzlement of UAH 5.8 billion (approximately US$155.6 million),[[173]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-176) also from PrivatBank.[[174]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-Reuters3-177)[[175]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-pravda3-178)[Serhiy Leshchenko](https://en.wikipedia.org/wiki/Serhiy_Leshchenko "Serhiy Leshchenko"), an advisor in Zelenskyy's office, reported on Telegram that the new allegations included "forging documents, illegal takeovers of property by an organised group, and property acquisition in questionable circumstances" (as summarised by [Reuters](https://en.wikipedia.org/wiki/Reuters "Reuters")), and were based on an investigation by the Ukrainian [Bureau of Economic Security](https://en.wikipedia.org/wiki/Bureau_of_Economic_Security_(Ukraine)?action=edit&redlink=1 "Bureau of Economic Security (Ukraine) (page does not exist)").[[174]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-Reuters3-177)[[175]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-pravda3-178) Following the third set of charges, the court increased Kolomoyskyi's bail to 3.8 billion hryvnia (US$105 million).[[176]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-179)

On 8 May 2024, while still in detention pending trial for the previous charges, Kolomoyskyi was served with another notice of suspicion for allegedly ordering the contract killing of a law firm director in 2003.[[177]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-180)

On 13 February 2025, President [Volodymyr Zelenskyy](https://en.wikipedia.org/wiki/Volodymyr_Zelenskyy "Volodymyr Zelenskyy") imposed sanctions on multiple oligarchs and individuals including Kolomoyskyi on suspicion of "high treason" and assisting a terrorist organization, particularly their role in compromising national security through unfavorable business agreements with Russia.[[178]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-181) The next day, the Ukrainian Prosecutor General's Office announced the opening of criminal investigations against him and other sanctioned individuals.[[179]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-182)

On 6 August 2026, NABU and SAPO submitted an indictment to the court against Kolomoyskyi and five other individuals regarding the alleged misappropriation of more than UAH 9.2 billion from PrivatBank.[[180]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-interfax_july2026-183)[[181]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-mezha_july2026-184)

Kolomoyskyi is currently a citizen of [Israel](https://en.wikipedia.org/wiki/Israel "Israel").[[182]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-tdg2014-185) He also obtained Cypriot citizenship through a [golden visa](https://en.wikipedia.org/wiki/Immigrant_investor_programs "Immigrant investor programs"), which was revoked in 2024 after a review found that he had withheld information about his criminal charges in his application.[[183]](https://en.wikipedia.org/wiki/Igor_Kolomoisky#cite_note-186) He is married to fellow [Dnipro](https://en.wikipedia.org/wiki/Dnipro "Dnipro") native Iryna Mikhailivna Kolomoyska.
