The Outlaw Ledger clip: Canada, transshipment, snow-washing and the “empire” claim
The Larry Dean / The Outlaw Ledger clip points to real source trails: a White House transshipment PDF that names Canada in a China-linked transshipment-risk tier, and the Cullen Commission’s B.C. money-laundering record. Its bigger “Canada is an empire/outlaw” conclusion remains commentary.

What the clip claims
The transcript says Canada is presented publicly as a stable, reliable partner, while appearing in U.S. transshipment analysis, forced-labour enforcement claims, corporate-transparency criticism and B.C. money-laundering records. The video calls this a trade/sovereignty issue rather than a narrow tariff dispute.
What the White House source says
The captured White House release links to a 25-page PDF titled The Great Transshipment Scam. The PDF says illegal transshipment can include relabeling, repackaging, re-invoicing, minor processing and false country-of-origin claims to evade tariffs. It names Canada in Tier 1 of a “Shadow Transshipment Network” and gives Mexico/Canada as examples where routing can improperly secure USMCA treatment.
That supports the narrower claim that Canada appears in a U.S. transshipment-risk framework. It does not, on its own, prove all Canadian trade is deliberately designed to erode U.S. sovereignty.
What the Cullen record says
The Cullen Commission Final Report, downloaded and preserved here, documents major B.C. money-laundering problems. The extracted text describes the “Vancouver model,” hundreds of millions of dollars in illicit cash through Lower Mainland casinos, criminal-organization cash facilitators, luxury-vehicle deliveries and real-estate/luxury-asset concerns.
What remains records-wanted
PBC did not recover the Chatham House/Joly source in this pass because Chatham House blocked browser access. The clip’s “forced labour short list of six countries” claim also needs the exact U.S. source document. Transparency Canada material captured here supports a general Canadian anti-corruption context, but the exact “library card” corporate-registration quote remains records-wanted.

[0.00-6.32] So last week, Canada's interior minister, Melanie Jolie, was in London at Chatham House, [6.96-13.52] selling Canada to the assembled audience as a, quote, stable, grown-up, reliable partner, [14.08-19.68] as opposed to the United States, of course. But here is how that grown-up partner operates. [20.32-25.68] Four days ago, the White House put out a report called the Great Transshipment Scan. [26.24-30.48] And here's what the president's trade advisor, Peter Navarro, said about it. [30.48-39.20] But what happened beginning immediately in 2018, is that China strategically began to develop [39.20-45.12] methods of what's called transshipping. It's basically a modern form of smuggling. [45.12-50.80] As Navarro was describing how the Chinese repackaged their goods into products that are produced [50.80-57.44] in countries with lower tariffs, in order to, quote, smuggle them in, the broadcast was showing [57.44-64.16] just what countries are involved, and Canada is near the top of the list. But that's not the only [64.16-70.00] list that Canada is on. When the administration escalated its tariff strategy back in July, [70.56-77.44] it targeted countries which failed to enforce measures banning goods produced by forced or slave [77.44-84.00] labor. Canada is on the short list of six countries which failed to enforce their own laws. [84.64-89.60] Then there are the dirty money flows, which are the hallmark of the empire's deregulated [89.60-95.68] financial system. They have a name for the Canadian side of it. It's called snow washing. [96.40-100.16] Transparency International Canada put the problem bluntly, quote, [100.96-107.04] there are more rigorous checks to obtain a library card than there are to set up a shell company. [107.44-112.32] And they said this leaves Canada in their words with, quote, some of the weakest corporate [112.32-119.52] transparency laws in the world. And the money that gets washed is not petty cash. British Columbia's [119.52-126.16] Cohen Commission, a full public inquiry whose final report was released in June 2022, [126.88-133.52] documented what investigators called the Vancouver model. Cartel and triad money from the [133.52-141.44] Sinaloa and CGNG cartels and Chinese triads, laundered through casinos, luxury cars and real estate. [142.24-148.96] In BC, real estate alone, the estimates ran from 800 million to over five billion a year. Now, [149.68-154.00] if that reminds you of how the city of London and its offshore Caribbean islands, [154.64-162.80] house drug cartel and terrorist money, including the IRGC, it should. That is the empire's business model. [163.28-170.48] So that's just part of the rap sheet on Canada, the stable, reliable, grown-out partner in Minister [170.48-176.80] Jolie's words. So the USMCA fight, the trade negotiations that everyone is watching, [176.80-181.84] that's one flank. Canada doesn't cheat on trade because of sloppy enforcement. [182.40-189.12] It uses trade to erode American economic sovereignty by design. That isn't a trading partner, [189.12-195.44] that's an outlaw with a flag staple to it.
