What the TikTok says

The clip has no public caption in the oEmbed metadata. The audio transcript says: “Have you heard the Red Seal tradespeople ... are going to be the first group of people in Canada to be subject to a digital ID under Mark Carney. I don't see a whole lot of people talking about this.”

That is a serious claim. PBC treated it as a lead and checked it against ESDC departmental plans, Red Seal program pages, and Canadian digital-identity/digital-credential sources.

What is real

There is a real federal digital-credentials push. Employment and Social Development Canada’s 2025–26 Departmental Plan said the department would introduce GC Issue and Verify to issue digital credentials that can be used across Canada and internationally and to confirm that a credential is valid and authentic without multiple verification steps.

The 2026–27 ESDC Departmental Plan goes further. It says ESDC will continue expanding GC Issue & Verify, enabling departments and agencies to issue and confirm optional, verifiable digital versions of existing physical credentials such as permits and licences.

The same 2026–27 plan also says the department will examine authentication, secure data exchange and digital credentials to reduce duplication and simplify access for Canadians and businesses while maintaining privacy, security and accessibility.

What the official wording also says

The key caveat is in the government’s own wording. ESDC says GC Issue & Verify is for optional, verifiable digital versions of existing physical credentials, and that this is being done “without creating a national digital ID” and “without removing non-digital options.”

That does not mean Canadians should stop watching it. Optional systems can become de facto mandatory if employers, provinces, contractors, insurers, banks or licensing bodies refuse paper alternatives. But the official wording reviewed here is not the same as a declared national Digital ID mandate.

Where Red Seal fits

The Red Seal Program is real. Canada’s skilled-trades and apprenticeship pages describe it as a federal-provincial-territorial program to support standards, exams, certification and labour mobility in skilled trades.

ESDC’s 2026–27 plan discusses Red Seal trades in the context of green-skills training, apprenticeship supports, standards, examinations and certification tools. It says the Union Training and Innovation Program Sustainable Job Stream plans to fund projects for apprentices and journeypersons in Red Seal trades, and that the Red Seal Program will continue developing standards and exams.

But in the sources reviewed here, PBC did not find an official statement saying Red Seal tradespeople are the first group in Canada to be forced onto Digital ID. The TikTok may be pointing to a real credential trend, but the “first group” and “subject to” claim needs a direct source.

The TikTok is right to put Digital ID and digital credentials back on the watchlist. The infrastructure is real. GC Issue & Verify is real. CanadaLogin and credential-verification systems are moving forward. The Digital ID and Authentication Council of Canada promotes a trust framework for digital identity and authentication markets.

But precision matters. The documents reviewed here do not prove that Red Seal tradespeople are the first Canadians being forced into a Digital ID system. The stronger and more defensible story is this: Canada is building optional digital-credential rails now, and Canadians should demand hard guarantees before “optional” becomes required for work, travel, benefits, banking, licences or professional mobility.

That means paper alternatives, no smartphone requirement, no biometric creep without law, independent privacy audits, clear consent rules, no central tracking ledger of every credential presentation, and public reporting on which departments, employers and provinces are adopting the system.
