Reflective spray beats Flock cameras? Real privacy issue, risky plate workaround
A short Facebook Reel points at a real civil-liberties concern — automated licence-plate readers can turn ordinary driving into searchable location data. But the suggested workaround, coating a plate with reflective spray, is the part that fails both the evidence test and the legal-risk test.

What the Reel claims
The visible caption says: “Remember, only a criminal would spray their license plates with rustoleum 214944 reflective coating to avoid being spied on by flock cameras.” The wording is sarcastic, but the implied claim is clear: reflective coating on a licence plate can interfere with Flock-style automated plate-reader cameras.
What is real
- The surveillance concern is real. Flock says its ALPR systems collect licence-plate images, vehicle characteristics, date/time stamps and camera location. Privacy commissioners and Canadian reporting have warned that ALPR location records can create surveillance risks if retention, access and sharing are not tightly controlled.
- Canada has the same class of issue. The Canadian debate is not always Flock specifically. Toronto Police publish an ALPR explainer. B.C.’s privacy commissioner previously investigated Victoria Police ALPR use. Montreal’s 2026 controversy involved Genetec/Cloudrunner-style vehicle cameras, a Flock-like issue but not the same U.S. network.
- Rust-Oleum Reflective Coating is a real product. It is sold as a visibility/safety coating, not as a plate-reader countermeasure.
What does not check out
IPVM’s public test bought Rust-Oleum 214944 and tested it against five LPR systems — Rekor, Genetec, Axis, Hanwha and Verkada — in daylight, nighttime/IR and multiple coat thicknesses. The reported result: it did not block or degrade plate reads in the tested conditions.
The technical problem is that viral phone demonstrations do not reproduce how LPR systems usually work. A phone flashlight held close to a plate can create glare. Dedicated plate readers are typically positioned differently and use calibrated visible/infrared imaging and exposure controls. A viral glare trick is not the same as defeating deployed ALPR.

Better public-policy questions
- Who approved fixed or mobile ALPR cameras?
- Is there a public privacy impact assessment?
- How long are non-hit plate reads retained?
- Who can search the database, and is every search audited?
- Is data shared outside the local agency, province or country?
- Can ordinary drivers find out whether their plate was searched?
