The X clip sent to PBC is a 1:51 “Be Great with Bruce Colero” segment headlined “Policy over Patient?” It names Garnet Harper and alleges an Ontario kidney-transplant denial tied to COVID-vaccination policy. What the X video says
The auto-transcript says Garnet Harper was a 35-year-old Ontario father of five, a type-1 diabetic, and in stage-5 kidney failure. It claims his brothers were prepared as living kidney donors, but that Ontario hospitals including London Health Sciences Centre would not assess him because he had no COVID shot.
The video’s core line is: “No COVID shot, no transplant. Policy over patient.” It then says Harper died after a bleeding stroke on May 22, 2023, and frames the case as a COVID-era medical-policy failure.
Related source trail found
YouTube search found a Juno News video, Ontario man left to die because he was unvaccinated, uploaded July 31, 2023. Its description makes a substantially similar claim: that Harper died after needing a kidney transplant and being denied access to the kidney donor wait list because he was unvaccinated; it also says LHSC later changed the vaccine requirement to a recommendation for kidney transplants.
PBC preserved that Juno metadata and description as a related media source. It is useful context, but PBC still labels the hospital-policy change and denial sequence as records-wanted until official records are obtained.

[13.38-19.66] Small business owner, type one diabetic, fighting stage 5 kidney failure. [19.66-24.90] His own brothers offered their kidneys, living donors ready. [24.90-30.04] Let every hospital in Ontario, including the London Health Sciences Center, [30.04-35.54] multi-organ transplant program, refused to even assess him. [35.54-36.64] Why?
