Canadian military COVID mandate: what the “illegal order” video gets right — and what still needs records

PBC Health source-check on The Hard To Kill Podcast’s CAF vaccine-mandate video: MGERC did find Charter violations; an August 2021 memo warned of legal risk; the March memo trail needs careful attribution; and vaccine-injury claims need case-specific evidence.

PBC Health source-check card for CAF COVID vaccine mandate video

Quick answer

Mostly true on the legal warning, but stronger than the records allow if phrased as a final court ruling. Official Military Grievances External Review Committee records found Charter section 7 problems with the CAF COVID vaccination policy and recommended rescinding/removing related administrative actions. Canadian Press/Global reporting also supports that Wayne Eyre received an August 2021 briefing note warning a universal mandate may not constitute a legal order. The remaining caution: the Committee is part of the grievance process, the CDS/final-authority layer has disagreed in some files, and PBC did not recover a standalone official March 2021 ATIP PDF in this pass.

What the video claims

The Hard To Kill Podcast episode says Canada is waking up to vaccine-injury complaints, links the video to the September 8–11 Allison Inquiry, and revisits CAF briefing notes that the host says warned against a broad military COVID vaccine mandate. The video names General Wayne Eyre, the Military Grievances External Review Committee, section 7 Charter rights, informed consent, the mefloquine precedent, and remedial/release consequences for CAF members who refused vaccination.

What is strongly supported

What needs careful wording

Context for the Allison Inquiry

The Allison Inquiry website says it will listen to Canadians who say they were injured by COVID vaccines from September 8 to 11, 2026, from Parliament Hill, with MP Dean Allison as chair. Its rules say the purpose is to provide a neutral forum to listen, that testimony may include experts for context, and that because of the limited scope it would be improper for the inquiry to make findings of fact or draw conclusions. That matters: the forum can preserve testimony and public pressure, but medical and legal outcomes still need records, diagnoses, program decisions, court files and official responses.

Health and safety context

Canada’s official position remains that COVID vaccines reduced the risk of severe illness, death and long COVID, and that serious reactions are rare. At the same time, official pages recognize rare reactions such as myocarditis/pericarditis and thrombosis with thrombocytopenia syndrome, and the VIAP/VISP program confirms that a subset of claims have been medically approved for support. PBC’s line should be: listen to injured Canadians, preserve their records, and demand transparent review — without turning every testimony clip into a settled medical-causation finding.

Records still wanted

Transcript excerpt

0:00 Canada's waking up to the reality that
0:01 many of its citizens were injured by the
0:03 COVID-19 vaccines.
0:06 Many of those injured were members of
0:08 the Canadian Armed Forces.
0:10 The mandates, which were deemed to be
0:12 illegal for the Canadian Armed Forces,
0:14 have caused disarray and a loss of
0:17 morale for many of its soldiers.
0:20 I'm going to have the honor of being
0:21 able to report live from the Allison
0:24 Inquiry, September 8th to 11th, live on
0:27 this channel.
0:29 I'm re-releasing an episode that I did 3
0:31 years ago relating to the fact that a
0:34 briefing note was released that forced
0:36 all Canadian Armed Forces members to get
0:38 the vaccine.
0:39 This is relevant now because we need to
0:41 know how we got to this point and what
0:43 we need to do moving forward.
0:45 So,
0:46 in order to be able to watch and tune in
0:48 live, make sure to like, subscribe, and
0:50 turn on the bell notification for this
0:52 channel. And make sure to go to the link
0:54 in the description for the Allison
0:56 Inquiry to get all the information so
0:57 that you can be up to date on this very
1:00 important Canadian event.
1:02 The Canadian Armed Forces has really
1:04 screwed the pooch on this one, and in my
1:07 hand I'm holding a briefing note from a
1:10 ATIP request that is freaking glowing.
1:13 It's so radioactive. Stay tuned to what
1:15 I'm talking about and how this relates
1:17 to the COVID mandates that at then
1:19 imposed on the Canadian Armed Forces and
1:21 what it means for you long-term. All
1:23 right, folks, I wanted to do this
1:25 episode for a while, and
1:28 I've been putting it off because
1:30 I have a hard time wrapping my head
1:32 around the level of corruption that is
1:34 going on in our own government, and I
1:35 wanted to do it justice, but I think my
1:37 hand has been forced to put this out
1:39 because of the
1:41 events and the news reports that are
1:43 coming out fast and furious.
1:47 And I think it's only
1:49 responsible to be doing it now.
1:52 Part of me, during the whole COVID
1:54 thing,
1:55 I lost a part of myself during that. I
1:57 went down a deep dark hole because
2:00 going into COVID, I believed that the
2:04 government had our best interests in
2:06 mind.
2:07 Coming out on the other side of the
2:09 COVID crisis,
2:10 I no longer have that belief.
2:13 And that is something that has
2:14 underpinned my entire life. It's why I
2:17 joined the forces. It's why I went to
2:19 war.
2:20 I truly believed
2:23 in whatever Canada represented.
2:26 And unfortunately, I do not anymore.
2:30 But on the bright side of that, I'm
2:32 hoping that bringing things to light,
2:35 exposing corruption where it needs to be
2:37 exposed,
2:39 and holding the standard
2:41 that we once held of dignity, honor, and
2:43 respect.
2:45 During the COVID crisis,
2:48 I started out timid. And this is not
2:50 going to be so bad. It's 2 weeks. Why
2:52 would the government want to go ahead
2:53 and
2:54 try and screw us over?
2:56 Why would the government have somebody
2:58 else's interests in mind? I was still
3:00 naive to the fact that
3:04 the best interests of its citizens are
3:06 not its priority.
3:08 And so, let's get right into what is
3:10 going on now, and then we'll get into
3:15 what I have in my hand right now,
3:17 which makes this so troubling.
3:20 Okay. So,
3:21 the first thing that just came out
3:23 was
3:24 the The Epoch Times.
3:27 The Epoch Times, and I'm sure this is
3:29 going to be in
3:31 some of the mainstream media, but it's
3:33 definitely not goi
